The predecessor of Top MediTek Corp. was Charng Ching Biotech Corp. (hereinafter referred to as CCBC). CCBC was established on April 28, 1988. The founder Charles Chang (hereinafter referred to as Charles) was early engaged in the agency business of medical test instruments and test strips. In 1990, Princeton BioMeditech Corp. (PBM), owned the patent of colloidal gold structure invention, Dr. Jemo Kang, chief executive officer and patent inventor, went to Taiwan to seek Charles' assistance in dealing with commercial disputes and became good friends.

In 1991, coincided with the serious abuse of amphetamines in Taiwan, various police and inspection departments accumulated a large amount of urine and waited for machine inspection. Encouraged by the Taiwan Food and Drug Administration, Charles tried to cooperate with foreign R&D teams to develop a methamphetamine rapid screening test strip, and immediately raised $ 300,000 with friends to discuss cooperation with Dr. Kang in the United States. After three weeks of in-depth discussions with the PBM R & D team, the world ’s first methamphetamine test strip was successfully developed. At that time, this successful product caused a sensation in the industry, so began Charles' R&D business, and successively developed various drug abuse inspection projects.

Shortly thereafter, South Korea broke out with a foot-and-mouth disease and Taiwan pork (with antibiotic content exceeding the standard) was rejected for export. Charles continued to cooperate with the R & D team of PBM and launched the world's first IgG + IgM FMD antibody test card, antigen test card and sulfonamide screening test card. In 1995, PBM acquired Canadian R&D company Spectral and successfully developed the world ’s first troponin I (appears 6 hours before myocardial infarction), beating Abbott troponin T (appeared 2 hours before myocardial infarction) . This product has become the only standard in the field of medical screening and diagnosis. PBM + Spectral + CCBC became the global leader in test suite development. Later, Charles developed a variety of products in cooperation with the Quidel and IBT R & D teams in the United States. Within five years, many of the world's first test paper products have been developed; for example, allergen screening, household water quality testing, test cards for different stages of pregnancy, safety day (ovulation) test paper, blood donation test card, AIDS P-24 Detection card ...and so on.

In 1999, in cooperation with PBM, the largest test paper R & D and manufacturing plant in Asia Pacific was established in Hualien, Taiwan. Charles led the R & D team to carry out many test strips to improve the quality of daily life, such as household water quality, pesticide residues in vegetables and fruits, and soy sauce carcinogen inspection, and successively launched 17 test combination books, successfully expanding the test strips from the medical field to the family. Charles copied the CCBC factory production mode to all parts of the world in 2003, and launched the "Global Alliance Factory Cooperation" program.

In 2012, due to the weak protection of intellectual property patents by the Taiwan authorities, PBM patents were not well protected. Dr. Kang angrily terminated all operations in Taiwan, Charles retired early and settled in Dongguan, China. In this period, he is engaged in Chinese medicine research and began to study non-invasive blood glucose meter.

In 2014, coincided with the occurrence of the " gutter oil " incident in mainland China, the relevant authorities failed to find a suitable test kit for effective screening. Professor He from Taiwan was commissioned by a friend in Beijing to find Charles who could make the test kit.
